I had announced this for 4.5 a few months ago, I'm glad that they (..William) will be providing security updates.

I might have missed it in the FAQ but how is an upgrade in ports-stable done? Is it similiar to using cvs to update the source tree or is there or will there be a update tool like in FreeBSD?

CVS. Read http://www.openbsd.org/anoncvs.html carefully.
