making modular-xorg-apps -- tbl: not found

Hello, when I try to make modular-xorg-apps for netbsd 4.0.1 I get

cd /usr/pkg/man/man1 && tbl xterm.1 > xterm.1.tbl && mv xterm.1.tbl xterm.1
tbl: not found

but in the directory /usr/pkgsrc/x11/xterm/work/.tools/bin there is a tbl linked to /usr/bin/tbl, which does not exist. Is tbl a part of /usr/pkgsrc/textproc/groff ?

how do I fix this? /thanks

Positive, and on FreeBSD it is part of base.

Sorry about all my confusing questions but I guess the reason was that I did not choose the x11 and text distribution sets when I installed netbsd. I did not think that they were paramount for building x11 applications. But I guess I should have found that in the pkgsrc-guide.
Without those I got all sorts of errors
