gnome-session locale files are installed in /usr/local/share/locale. See the -L option of pkg_info(1).
A sample gdm locale.alias file will be installed in /usr/local/share/examples/gdm/locale.alias and also in /etc/X11/gdm/locale.alias I don't use gdm, so other than suggesting you use gdmsetup, I would refer you to the gnome.org website and the online gdm documentation.

There is no "locale" command, as, OpenBSD doesn't support any locales.. except "C".
