git is still git; you can clone some repo from Git{Hub,Lab} with your standard git and push it anywhere else. I don't really see how anyone is "locked in".
I've migrated from Sourceforge to Google Code to BitBucket to GitHub, and it's never been an issue outside of having to update URLs and the like (and that usually included migrating the VCS as well: from CVS to subversion to mercurial to git).
